Three Offshore Wind Power Clusters Highlighted in Guangdong's Provincial Planning

原文:http://shenzhen.chinacompositesexpo.com/en/news-detail-92-11712.htmlDecember 14, Guangzhou -- Guangdong provincial government issues and circulates its Fourteenth Five Years’ Plan on Marine Economy (hereafter referred to as Marine Plan), publicizing the ambition to cultivate and promote an emerging marine industry, and forging an array of offshore wind power clusters.
Expectedly, the province will strive to attain an accumulated installed capacity for offshore wind power amounting to 18 GW and an increased turbine production rate to 900 sets/year by 2025 with the speed-up of Yangjiang and East Guangdong Manufacturing Bases, boosting a further technological improvement and cost deduction.
Three offshore wind industry clusters are highlighted, including the Pearl River Delta Offshore Wind Development and Service Base and other two other bases located separately in East Guangdong and West Guangdong, boasting a capacity topping tens of GWs for each.
The Pearl River Delta Offshore Wind Development and Service Base will be geographically centered on the cities of Guangdong, Shenzhen and Zhongshan, led by industrial tycoons like Mingyang Group and China General Nuclear Power Corporation (CGN), and targeted for technological innovation. Free Trade Zones in Nansha (Guangdong), Qianhai (Shenzhen) and Hengqin (Zhuhai) will be leveraged to develop financial products and cultivate and advance related financial services including leasing, insurance and funds to offshore wind industry.
East Guangdong Base will strive to be subsumed into national strategic planning, and construction work will be progressed in parallel. An innovation industrial park will be established in Shantou, enabled for the assembly of wind turbines, and a marine engineering base will be constructed in Lufeng, Shanwei. The provincial government is also planning to set up a branch of the provincial Advanced Energy Science and Technology Laboratory in Shanwei, and establish an operation & maintenance base in Jieyang.
West Guangdong base will be focused on the scaled and collected development of a series of offshore wind programs located in adjacent sea areas in Yangjiang and Zhanjiang. The provincial government will advance the construction of an industrial chain base and a branch of provincial Advanced Energy Science and Technology Laboratory in Yangjiang, and endeavor to engage Southern Marine Science and Engineering Guangdong Laboratory (Zhanjiang) into the offshore wind industry.
Guangdong provincial government also commits favorable fiscal, tax and financial policies to offshore wind industry during the fourteenth five years’ plan, adding that impetus will be given to boost the flow of innovation factors, including technology, talents and capital to marine-related, especially offshore wind-related companies.
