The program, aimed at the booming PAN-based carbon fiber industry, will be implemented by Sinochem Quanzhou Petrochemical Co., Ltd., the local subsidiary of Sinochem Energy, which will also be responsible to supply propylene as the raw material.

The new plant, upon completion, will fill the supply gap in southern China market.
