The move follows the official approval in October 2025 of a 10,000-ton high-performance carbon fiber project in the Shenshan Special Cooperation Zone. The project targets an annual output of 10,000 tons of T700-grade or higher carbon fiber, to be implemented in two phases of 5,000 tons each. Key production stages include polymerization, dry-jet wet spinning, carbonization, and pilot line development. Construction is set to begin in October 2025, with full operation expected by December 2029.


As an emerging zone under Shenzhen’s administration, Shenshan is positioned as a core area for building Shenzhen’s next-generation world-class automotive industry. The region is accelerating the development of a modern industrial system centered on new energy vehicles, supplemented by new energy storage, high-performance materials, and smart manufacturing equipment.

BYD has invested over RMB 31.5 billion across four project phases in Shenshan, attracting nearly 30 upstream and downstream enterprises such as Jingxizhixing, Yanfeng International, and Dongfeng Lear.

For Changsheng Technology, establishing a presence in Shenshan offers strategic benefits, including access to Shenzhen’s policy and resource advantages and proximity to the rapidly growing new energy vehicle cluster, which provides a ready downstream market for its carbon fiber products.

In November 2025, Changsheng Technology signed cooperation agreements with five upstream and downstream partners in Shenshan, extending its industrial footprint in the high-performance carbon fiber sector.
