The new policy cancelled the export tax refund for 59 products including aluminum and copper materials; Reduce the export tax refund rate for 209 products including refined oil, photovoltaics, and batteries from 13% to 9%, including 3 carbon fiber related products such as carbon fiber fabrics and 34 glass fiber related products such as glass fiber rovings.
On the same day, China’s Ministry of Commerce, Ministry of Industry and Information Technology, and the General Administration of Customs jointly released the "Export Control List of Dual Use Items of the People's Republic of China", which will be implemented from December 1, 2024, including 8 categories of products related to composite materials.
